Service location: U.S. Army Acquisition Support Center, Program Executive Office Office, Aviation (PEO AVN), Redstone Arsenal, Alabama

Wage scale: $115,599 – $176,300

This non-supervisory position is subject to a salary checkpoint equivalent to the GS-14, step 10 base salary, or if the incumbent’s salary currently exceeds the GS-14, step 10 level, the incumbent’s salary will be placed on a salary checkpoint at the incumbents’ existing salary.

Move: Relocation Expenses (PCS) may be authorized (subject to available budget) if the Selector determines that relocation is in the best interest of the government. Recruitment or relocation inducements may be permitted in accordance with agency policy.

Travel requirement: Up to 50% temporary travel required

Basic qualification requirement:

In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience that includes ensuring the integration of various functional areas and the coordination of these functions for tasks performed by the various major commands and subordinate agencies that support the program; manage all activities engaged in the acquisition of the programs which include associated subcontractors for the implementation of the part of the system of the organization, and to plan, program and budget the project. Integrates assigned program plans and operations with other existing and proposed organizations and sites worldwide.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (NH-03/GS-13).

Some federal jobs allow you to substitute your education for the experience required to qualify. For this job, you must meet the qualification requirement using experience only – no substitution of education for experience is allowed.

Major tasks:

1. Coordinates and develops procedures for the financial management, acquisition, implementation, distribution and logistical support of hardware, software, supplies and services required by the project.

2. Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on best courses of action.

3. Evaluates financial resources taking into account the technological capabilities available in the commercial market.

4. The incumbent identifies and balances risks, selects alternatives and plans the best way to achieve project goals and objectives within recognized guidelines.

5. Identifies unfunded needs. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.

6. Coordinates the efforts of matrix support activities to ensure an integration implementation plan is executed.

Conditions of employment:

3) Must be able to obtain/maintain a secret security clearance.

4) May be required to complete a 2-year probationary period.

5) This position is an Army Acquisition, Logistics and Technology position. The selected individual must meet the position requirements for the “Program Management” advanced career level certification within 24 months of entering service. The certification completion time may be increased from 24 months to 48 months after approval of DoDI 5000.66, Change 3.

6) The selected individual is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Staff Confidential Financial Disclosure Report upon commencement and annually.

7) This position may perform limited supervisory functions in the absence of the Project Manager or Product Manager.
